  • ·Holds a bachelors degree in Psychology, Human Resources, Social Sciences or any related course.
  • Preferably with experience in medium to large banking and finance organizations
  • At least 10 years experience in the Human Resources function with focus on but not limited to Recruitment, Employee and/or Industrial Relations
  • At least 5 years experience in an HR leadership role
  • Preferably with experience in a metrics-driven environment
  • Preferably a certified Targeted Selection Interviewer
  • Knowledgeable in the Philippine labor market recruitment and pay practices
  • Knowledgeable in the Philippine Labor Code
  • Project Management Skills
  • Budget preparation and management
  • Proficient in the use of MS Applications: MS Word, MS Excel, MS Powerpoint

JOB PURPOSE

Primarily responsible for providing manpower requirements of the company from
staff to managerial level positions; developing sourcing channels and developing
strong partnerships with search partners and other external service providers ;
executing company activities/events to encourage employee engagement and
participation; effective management and resolution of labor relations issues; and
supports staff development and performance.
RESPONSIBILITIES

  • Ensures Recruitment and Selection Policies, Guidelines and Procedures (PGP) is updated and reflects the current process
  • Collaborates with Department Heads during budgeting season to come up with the manpower forecast for the succeeding year
  • Develops sourcing strategy to provide the right people at the right time with the right skills to Hiring Managers
  • Regularly reviews recruitment metrics vis-à-vis targets and recommends interventions for gaps
  • Champions internal equity and external competitiveness in the development of job offers for selected candidates
  • Scans the market for best practice/s related to Sourcing and Selection
  • Identifies Employee Relations (ER) Committee members who will organize employee engagement activities throughout the year
  • Recommends company activities that will encourage employee engagement and participation
  • Manages the budget allocated for employee activities
  • Manages external service providers related to employee events
  • Champions the implementation and adherence to company policies and code of conduct
  • Ensures that the process for managing and resolving labor disputes are followed as provided for in the Philippine Labor Code
  • Manages external service providers (e.g. external Legal Counsel)
  • Performs other job-related projects as may be assigned from time to time
TASKS

  • Reviews all Human Resource Requisition Forms (HRRFs) to ensure alignment with approved establishment numbers
  • Conducts in-take session discussion with Hiring Manager to understand the profile required for the position
  • Triggers sourcing channels to for new requirements that arise:
  • Releases internal job posting to encourage internal application and employee referral
  • Contacts search partners to advise of new requirement
  • Drafts and posts jobs in online job boards
  • Conducts initial HR screening (paper and interview) and endorses candidates to Hiring Managers
  • Prepares job offer and routes for approval by the Head, Human Resources and either the Chief Operating Officer (COO) or the President
  • Extends the job offer to the selected candidate and advises Hiring Manager of acceptance/ decline
  • Prepares and routes the Employment Contract for signature of the Employee, Head, Human Resources, COO and President
  • Updates the Recruitment database to capture recruitment activities and statistics
  • Provides regular updates to Hiring Managers
  • Manages performance of external service providers as against agreed performance measures
  • Prepares monthly reports related to recruitment targets, actual performance and variance
  • Forms an Employee Relations Committee composed of employees from various departments at the start of the year
  • Plans, schedules and budgets for identified employee activities/events
  • Drives/leads the execution of employee activities
  • Ensures that employee activities and other HR information is disseminated to employees via the Company Newsletter
  • Prepares monthly reports related to planned employee activities, actual performance and variance
  • Manages performance of external service providers (e.g. suppliers, event organizers, etc.)
  • Disseminates information related to PGPs, Code of Conduct and other Company rules and regulations thru email blasts, posting in public folder, conduct of orientation sessions
  • Monitors adherence to PGPs, Code of Conduct and other Company rules and regulations and releases appropriate memo to erring employees
  • Implements penalties as provided for in the Code of Conduct
  • Champions the process for managing and resolving labor issues
  • Consults Legal Counsel as needed to ensure labor issue resolution are within the provisions of the Labor Code
  • Prepares monthly reports related to status of cases, possible or threats to industrial harmony
  • Provides direction to Admin Assistant on plans and priorities related to the function
  • Regular conducts coaching and performance review session with direct report to ensure adherence to plan and performance is on track
  • Accomplishes monthly PER and submits the same to the Head, Human Resources
