Job Description
Position Title : Consultant - Health Systems QA Specialist

Duty Station : Manila (Global) Administrative Centre, Philippines 
Classification : Consultant, Grade OTHE
Type of Appointment : Consultant, Six Months
Estimated Start Date : As soon as possible

Closing Date : 28 August 2019 

Nature of the consultancy: Quality Assurance for MHD applications, web reports and other tools

Target: By the end of contract, MHD medical applications, web reports and other tools have been fully tested for bugs, issues are well documented, and quality testing documentations and reports have been submitted

IOM Project to which the Consultancy is contributing: Global Health Assessment Programme (GHAP)

Core Functions / Responsibilities: 

Tasks to be performed under this contract:

• Review functional requirements, specifications and technical design documents to provide timely and meaningful feedback

• Create detailed, comprehensive and well-structured test plans and test cases

• Estimate, prioritize, plan and coordinate testing activities

• Identify, investigate, record, track and document issues and bugs comprehensively

• Perform thorough regression testing when bugs are resolved

• Liaise with the Project Lead to perform other related duties as may be assigned

Tangible and Measurable Outputs of the Work Assignment

• Comprehensive Software Test Plan of overall QA strategy including Test Scenarios and Test Cases and Test Metrics

• Regular Software Test Documentations and Status Reports

• Product Test Metrics for software product quality improvement initiatives and enhancements

• Software Test Documentations and Reports

• Final (Test Project Closure) Test Status Report

• QA testing reports for web reports and tools requirements from field missions

• Other related outputs as may be assigned

Realistic Delivery Dates and Details as to how the work must be delivered

Month 1:

• Initial/draft Software Test Plan

Month 2:

• Updated Software Test Plan

• Reviewed functional specifications and technical design documents

Month 3:

• Software Testing Reports and Documentation

• Updated JIRA dashboard

Month 4:

• Updated Software Testing Reports and Documentation

• Updated JIRA dashboard

Month 5:

• Updated Software Testing Reports and Documentation

• Updated JIRA Dashboard

• Product Test Metrics

• Updated Software Test Plan based on suggested improvement from the Product Test Metrics

Month 6:

• Project Closure/Final Test Status Report

• Updated JIRA Dashboard

• All requests for web report, tools tested

Performance indicators for evaluation of results

• Outputs are delivered on schedule.

• Testing Documentation and reports are comprehensive

• All bugs are tracked and recorded in JIRA with detailed description and complete information.

Required Qualifications and Experience:


• University degree in Computer Science, Information Technology or a related field from an accredited academic institution; with four years of relevant professional experience;

• Completed High School degree from an accredited academic institution, with six years of relevant professional experience.


• Experience in quality assurance testing and analysis of health systems;


For this position, fluency in English is required. Working knowledge in Spanish or French is an advantage.


The consultant must adhere to the International Organization for Migration (IOM) Data

Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.


The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production. Applications received later or that do not specify the name of the call will not be considered.

The appointment is subject to funding confirmation.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances.
